ii. Or you can enroll in Taiwan's medical insurance for 6 months and make a payment of NTD$3,000 by cash.

Visitor Visa for Exchange Student overseas
For a foreigner who intends to stay in Taiwan for less than 180 days.
Requirements
a. Application form: "Fill out the online application form",and print out the application form with bar code, sign the completed application form.
b. Two color passport-size photos: Two color passport-size photos with a white background taken within the past 6 months, attached to the application form.
c. Original passport and 1 photocopy of the passport: the passport must have remaining validity of at least 6 months as well as a blank page.
d. Original and 1 photocopy of the letter of approval issued by university/college: Exchange students in Taiwan for a period of 6 months or less are to abide by the "Regulations Regarding International Students Undertaking Studies in Taiwan".
e. Original and 1 photocopy of NTUE letter of admission: For university/college exchange students, a letter of admission issued by NTUE.
f. Original and 1 photocopy of the overseas school's record of enrollment: The record of enrollment, student ID, or certificate of student exchange issued by the student's home school.
g. Other supporting documents: such as a certification of reason for stay, parental leave form, guarantee by localhost, agreement by the guardian in Taiwan, etc.
Application Procedure
Applicants outside of Taiwan who meet the requirements for a Visitor Visa for foreign exchange students are to submit their applications, with necessary documents and fees, to the appropriate Taiwan overseas mission. The overseas mission may require an interview.

a. Original documents will be returned after review. Documents produced outside Taiwan and in languages other than Chinese or English are to be accompanied by a Chinese or English translation.

Requirements

e. Original and 1 photocopy of the letter of approval issued by NTUE: During their stay, exchange students are required to follow the instructions of the "Regulations Regarding International Students Undertaking Studies in Taiwan".
f. Original and 1 photocopy of admission permit or record of enrollment and registration: For university/college exchange students, an admission permit issued by NTUE is required.

i. Students who apply for a Resident Visa after having arrived in Taiwan are also required to present one photocopy of the Visitor Visa and the immigration entry stamp.
Application Procedure
Applicants who enter the R.O.C. (Taiwan) on a Visitor Visa which qualifies the applicants for Resident Visa application for the purpose of undertaking studies must apply for a Resident Visa 8 workdays before the duration of stay expires. Applicants may apply to the Bureau of Consular Affairs or any of its Central, Southwestern, Southern, or Eastern Taiwan Offices.
Notes
a. Processing of Resident Visa applications inside the R.O.C. (Taiwan) takes 8 workdays. Resident Visa applicants are advised to apply to the Bureau of Consular Affairs 8 workdays before the duration of stay expires. The application will be turned down and the fee not refunded in the event that required documents are not submitted in full within 7 days after the applicant is informed by the Bureau of Consular Affairs.
b. In the event that the applicant’s duration of stay expires while the Resident Visa is under processing and eventually rejected, the applicant is to assume the sole responsibility of overstay and the penalty therefore imposed.
c. Original documents will be returned after review. Documents produced outside Taiwan and in languages other than Chinese or English are to be accompanied by a Chinese or English translation.

d. Residents Visas for Foreign Students(Exchange students)
Resident Visa change to Alien Residence Certificate (ARC)
Applying online: please click "Foreign and Overseas Chinese Mainland China, Hong Kong and Macao Nationals without registered household in the Taiwan Area" > "Foreign students and Overseas Chinese students"
Qualification
a. The students entering Taiwan with a Resident Visa applying at an overseas Taiwan embassy.
b. Any student with foreign nationality but not yet approved for naturalization in Taiwan may hold an admission permit/notice or certificate of enrollment and registration to fill out an application.
Application
Foreign and overseas Chinese students who wish to attend school in Taiwan may apply through the online registration and certification system with an admission permit/notice or certificate of enrollment and registration provided by NTUE within 15 days after arriving in Taiwan. (due to COVID-19, the 14-quarantine days may not be calculated).
Required documents for application
1. First-time entry applicants (offer-received but not yet enrolled): Passport, residence visa, admission permit of enrollment, proof of residence in Taiwan, and a 2-inch color photo that is front-facing, above the waist, and without wearing a hat and taken within the past 2 years (same specification as for the National Identity Card).
2. First-time entry applicants (enrolled): Passport, residence visa, admission permit of enrollment, a student ID card with the current semester registration stamp or a school attendance certificate, proof of residence in Taiwan, and a 2-inch color photo that is front-facing, above the waist, and without wearing a hat and taken within the past 2 years (same specification as for the National Identity Card).
Review period
5 working days under normal circumstances where no correction is necessary. If the application documents are deemed incomplete according to the criteria, corrections shall be made within 3 days from the day after notification. If no correction is made after 3 days, or that the correction made does not meet the criteria, then the application shall be rejected.
Inquiry
After filling out and submitting an online application form, the foreign and overseas Chinese students may receive a set of confirmation numbers composed of 12-digit numbers. By gaining access to "application progress inquiry" under "progress inquiry", the students can keep track of the progress.
Online Payment
After the online application is reviewed and approved by the National Immigration Agency, please make your payment for the residence permit within 5 working days, with application content and price listed below:
1. Price of a one-year residence permit for foreign students: NT$1,000
2. Price of a two-year residence permit for foreign students: NT$2,000
3. Price of a three-year residence permit for foreign students: NT$3,000
4. Price for alteration or re-issuance of residence permit: NT$500
To collect the certificate
1. First-time entry applicants (received but not yet enrolled): The electronic residence certificate valid for 6 months will be ready for download as soon as the applicant pays the fees through the online system. After completing school enrollment but before the residence certificate expires, the applicant shall apply for a residence extension as well as replacement with an alien residence certificate. The required documents are a passport, original electronic residence certificate, and a 2-inch color photo that is front-facing, above the waist, and without wearing a hat and taken within the past 2 years (same specification as for the National Identity Card).
2. First-time entry applicants (enrolled): The alien residence certificate will be ready for the applicant to collect at a National Immigration Agency service center three working days after the applicant pays the fees online. Please present the payment receipt when collecting the certificate.
3. Non-first-time entry applicants: The alien residence certificate will be ready for the applicant to collect at a National Immigration Agency service center three working days after the applicant pays the fees online. Present the payment receipt when collecting the certificate (the old certificate must be returned).
Notes
a. If the required document is made in a foreign country, such document needs to be verified by a ROC embassy/consulate or representative office overseas. If only original documents are verified by a ROC embassy/consulate or representative office, but not the translated Chinese text, then such translated Chinese text needs to be verified by a court (or notary) in the ROC.
b. Foreign and overseas Chinese students shall apply for residence certificates no later than 15 days after entry to the ROC. If not, he/she shall be fined between NT$ 2,000 and NT$ 10,000. Applications for extensions shall be submitted 30 days prior to residence certificate expiration.

Applicants for the extension of residence: Passport, alien residence certificate, a student ID card with the current semester registration stamp or a school attendance certificate, and a 2- inch color photo that is front-facing, above the waist, and without wearing a hat and taken within the past 2 years (same specification as for the National Identity Card).
2. Applicants for the modification of personal information: Passport, alien residence certificate, proof of documents for (varies according to the information that the applicant wants to modify. E.g. applicants who have renewed passports or who lose the alien residence certificate must attach an affidavit of loss or police record), and a 2-inch color photo that is front-facing, above the waist, and without wearing a hat and taken within the past 2 years (same specification as for the National Identity Card).
Notes
1. After acquiring a residence permit upon arriving in Taiwan and getting enrolled, the foreign and overseas Chinese students who need to extend their stay in Taiwan due to academic requirements shall apply for a residence permit renewal online within 30 days before the residence permit expires.
2. In the case of a change of address, modifications shall be made within 15 days and supported by necessary documents. If not, he/she shall be fined between NT$ 2,000 and NT$ 10,000.
3. In the case of extension for Alien Residence Certificates (ARC), such extension application shall be made within 30 days prior to the residence certificate expiration. If an alien overstays his/her permitted residence for less than 30 days and the original purpose for residence application remains unchanged, then he/she may reapply for a residence subject to penalties for violations pursuant to Subparagraph 4 of Article 85. If the alien has overstayed for more than 30 days, he/she should leave the country after paying the fine. He/she may reapply for residence and reenter the country after the approval has been given.

a. Exchange
Exchanging international currency in a bank requires an Alien Resident Certificate(ARC), passport. Dollar, Euro, JP, HKD, and CNY can be exchanged in most banks.
For other currencies, you can go to the nearby Daan branch of the Bank of Taiwan that has 17 currencies available, or the head office of the Bank of Taiwan which offers 19 foreign currencies for you to exchange.

b. Post Office
The post office provides various postal services including mail, packages, deposit, and make the withdrawal. The Chenggong sub-office is near the front gate of our university.
To open an account in the post office requires the original passport and one photocopy of the passport, an original copy of ARC, and one copy of it, & bring a minimum of NTD$100 account-opening fees.

c. Opening a Bank Account
A foreign national wishing to open an account with a Taiwanese bank must visit the bank in person, taking with them two different identity documents (original passport & one photocopy of passport, the original ARC & one photocopy of that, minimum of NTD$100 Account-Opening Fees). Minors (under 20y) must also submit a letter of permission from their guardian in Taiwan. A personal seal(chop is optional), a signature is also acceptable.
d. Applying for & Using an ATM card
a. After opening a bank account with a Taiwanese bank, a foreign national can apply for an ATM card at the same branch where they opened the account on presentation of a valid foreign passport, the bankbook, and the same personal seal (chop)/ signature that they used when opening the account.
b. Dealing with a lost ATM card: If a foreign resident loses an ATM card, they can report the loss and lock the card by calling the issuing bank's 24-hour card loss hotline. They should also go to the bank branch where they opened their account as soon as possible to fill out the necessary forms for reporting the loss and lock the card.
c. Fee for replacement of a lost or stolen ATM card: Banks are entitled to charge a fee for the replacement of a lost or stolen ATM card; for more details, please contact the individual bank in question.
e. Applying for a Credit Card
Application: A foreign national wishing to apply for a credit card must submit tax withholding certificates or other evidence of financial status, a photocopy of their passport, and a photocopy of a valid Alien Resident Certificate, etc., and must submit their application according to the rules laid down by the individual card-issuing institution. The card-issuing institution has the right to refuse to issue a card to any applicant, at its own discretion.

Why do foreign students need to attend the Orientation?
On the Orientation day, we will welcome you and provide you with a day to find out more about what is on offer in NTUE and opportunities to meet your fellow students. The orientation day will include a briefing, campus tour, and registration process. Please prepare all documents stated in the admission requirement and submit them on registration day.

Mobile phone information
At the time Taiwanese Buddy picks you up at the airport, you can buy the mobile-phone prepaid card at the service office in Taoyuan International Airport upon you arrive. (suggest)
Applying for mobile phone service requires ARC, passport, or driving license, and you should be accompanied by a guarantor with his/her ID card and health insurance card to the telecommunication companies. You can also take your own mobile phone and buy a prepaid card(your passport, ARC, and ID card number are required).
